What does the road sign 'Prohibition to park vehicles' mean?
That you may not park, but you may stop for embarkation or disembarkation or loading/unloading goods if it can be done without obstruction.
That you may neither stop nor park the vehicle at the location.
That only residents in the area are allowed to park there.
Explanation
No parking means that you may not park the vehicle, but it is permitted to stop temporarily to allow passengers to get in or out or to load/unload goods, as long as you do not obstruct traffic.
